They do not lock shut on their own. This is how they're designed, as they're made to be sealed with the use of an ultrasonic plastic welding machine. Once they go through the ultrasonic plastic welding machine, the compression stops the cards from moving around.
Alternatively, a careful application of clear drying acrylic glue will seal them.
